Implementation of General Under-frequency Load Shedding Scheme in European Network: challenges and opportunities
Abstract
Frequency is a reliable indicator for identifying a risk power outage. Therefore, the under-frequency load shedding technique is used to stabilize the power grid by reducing the load, but sometimes not effectively. For this goal it is proposed to reform the ENTSO-E grid requirements of under frequency load shedding. This paper is prepared for ENTSO-E experts to orient national networks on a single conceptual model of under-frequency load shedding. A proposed method upgrades the under frequency load shedding model to estimate the optimal load capacity and load disconnection sequence during a power system emergency. The simulation results on the Ukrainian power grid have verified that the proposed method is an effective approach to improve power system reliability according to “Continental Europe Operation Handbook Policy 5: Emergency Operations”.
